Green Bay authorities charged 40-year-old Joel Pagan-Garcia with murder for the November 3 killing of Carlos Otero-Aviles on Western Avenue & 41-year-old Christian Rivera-Pica, charged Tuesday, denied involvement & the shooting took place during a party at an apartment complex parking lot.

Formal charges were filed against two suspects in the West Side murder of Carlos Otero-Aviles on November 3 — Joel Pagan-Garcia was charged with first-degree intentional homicide and appeared in court on July 29 while Christian Rivera-Pica was charged Tuesday after phone GPS records placed him at the scene despite his claim of buying beer.
